摘　　要：同其他政府管理职能相比,绩效管理的数字化转型相对滞后,也使绩效管理的潜力得不到有效发挥。以大语言模型为基础的生成式人工智能技术为政府绩效管理的智能化转型提供了机遇,也带来了挑战。当前政府绩效管理存在的突出问题是数字化不足,而智能化转型还未真正提上日程,并使政府绩效管理增加了基层负担而没有带来绩效改进。大数据与人工智能技术的广泛应用为政府绩效管理带来了巨大价值,特别是在绩效指标筛选、绩效数据挖掘、绩效报告生成与绩效信息利用等方面都会带来全方位的转型机遇。政府绩效管理的智能化转型会面临一系列挑战,包括体制制约、观念束缚与能力障碍等。未来推进人工智能技术在政府绩效管理领域的应用,应加快政府绩效管理体制改革、健全智能绩效管理安全防范并加强数字领导力建设。In comparison to other government management functions,the digital transformation of performance management is relatively lagging,and the potential of performance management cannot be effectively utilized.The new artificial intelligence(AI)technologies based on large language models bring both opportunities and challenges for government performance management.The prominent problem of government performance management at present is the lack of digital transformation,and the intelligent transformation has not really been put on the agenda,which increases grassroots burdens without bringing performance improvement.The widespread application of big data and AI has brought great value to government performance management,especially in performance indicator screening,data mining,report generating,and information utilization,it will bring all-round transformation opportunities.The intelligent transformation of government performance management will face a series of challenges,including institutional constraints,mindset constraints,and capacity limitations.To promote the application of AI in the field of government performance management,we should accelerate the reform of the government performance management system,strengthen the security prevention of intelligent performance management,and improve the digital leadership construction.
