摘　　要：行政执法体制机制改革是推进国家治理体系和治理能力现代化的重要举措。改革开放以来,我国行政执法体制机制改革成效显著,形成了精简机构、整合放权和协调推进的改革理路。当前,行政执法体制改革进入新阶段,改革重点从精简行政执法机构和整合执法权辐射至涵盖行政程序和行政执法监督的全方位、全过程,要坚持党的领导、以人民为中心、优化法治化营商环境、法治与改革相统一等基本原则。当前,行政执法体制机制中的基层综合执法主体、权力清单制度、行政执法程序和行政执法监督等内容面临新的挑战和问题。鉴于此,应当深入总结历年改革的规律机理,根据改革的基本原则,更有针对性地探索改革方案。The reform of the administrative law enforcement system and mechanism is an important measure to promote the modernization of the national governance system and governance capacity.Since the reform and opening up,the reform of China's administrative law enforcement system and mechanism has achieved remarkable results,forming a reform path of streamlining institutions,integrating and delegating powers,and coordinating progress.At present,the reform of the administrative law enforcement system has entered a new stage,with the focus shifting from streamlining administrative law enforcement agencies and integrating law enforcement powers to covering all aspects and processes of administrative procedures and administrative law enforcement supervision.We must adhere to the basic principles of Party leadership,putting the people at the center,optimizing the legal business environment,and unifying the rule of law with reform.Currently,the administrative law enforcement system and mechanism is facing new challenges and problems in the community-level comprehensive law enforcement subjects,power list system,administrative law enforcement procedures and administrative law enforcement supervision.In view of this,it is necessary to deeply summarize the laws and mechanisms of past reforms,and explore more targeted reform plans based on the basic principles of reform.
