摘  要:为了研究煤矿安全管理制度的有效性,提出煤矿安全管理制度有效性“评价指标”体系构建。采用德尔菲法进行了2轮专家咨询,以验证指标的重要性和可行性,并对指标进行筛选。2轮咨询中专家对指标的重要性和可行性均表现出积极的评价态度,其积极系数均为100%,专家权威程度为0.92,第1轮肯德尔和谐系数为0.282~0.335(P<0.05),第2轮肯德尔和谐系数为0.304~0.418(P<0.05)第2轮较第1轮均有所提高,专家意见趋于一致。确定了煤矿安全管理制度有效性研究评价指标体系,包含一级指标3个,二级指标15个。The construction of the"coal mine safety management system effectiveness evaluation index"system is proposed to study the effectiveness of the coal mine safety management system.Using the Delphi method,two rounds of expert consultation were conducted to verify and screen the relevance and feasibility of the indicators.The two rounds consulted on,the experts showed positive evaluation attitudes towards the importance and feasibility of the indicators,with the positive factor of 100%,the experts authority level was 0.92,the Kendall′s harmony coefficient in the first round was 0.282-0.335(P<0.05),and the Kendall′s harmony coefficient in the second round was 0.304-0.418(P<0.05),which was higher than the first round,and the opinions of the experts converged.opinions converged.The evaluation index system for the study of the effectiveness of coal mine safety management system was determined,which contains 3 first-level indicators and 15 second-level indicators.
