Driving Forces of Local Government Innovation:Research Status and Future Prospects

摘　　要：为什么地方政府热衷于创新?现有研究从三个视角对这一问题进行了回答。社会情势视角强调社会转型所带来的社会需求和创新要素对地方政府创新行为的驱动作用;制度结构视角关注政府结构和政府过程等制度性因素对地方政府创新的影响,强调地方政府的“相对利益主体地位”和自上而下的政府管理体制所产生的创新动力和压力;而激励机制则从微观主体出发,认为地方政府官员“追求政绩”“获取合法性”以及官员的创新精神和能力等个体因素是地方政府创新的重要动力来源。这些研究提供了较为完整的解释体系,但也存在进一步拓展的空间:一是重视不同层级和不同发展水平地区的地方政府在创新动因上的差异;二是加入历时性分析;三是“将民众带进来”,分析民众在地方政府创新中的作用和过程。Why are local governments enthusiastic about innovation?Existing studies address this question from three perspectives.The social context perspective emphasizes the role of social demands and innovation elements brought about by social transformation in driving local government innovation.The institutional structure perspective focuses on how institutional factors,such as government structure and processes,influence local government innovation,highlighting the"relatively interest entities"of local governments and the innovative dynamics and pressures arising from the top-down government management system.The incentive mechanism perspective,from the micro-level of individual actors,argues that factors such as local government officials'"pursuit of political achievements","desire for legitimacy"and their innovation spirit and capabilities are key drivers of innovation.These studies provide a relatively complete explanatory framework,but there is room for further expansion.First,greater attention should be given to the differences in innovation motives among local governments at different levels and in regions with varying stages of development;second,incorporating longitudinal analysis;third,"bringing the Poeple in"by analyzing the role and process of People involvement in local government innovation.
