总体国家安全观视域下构建公共危机管理模式研究

摘　　要：公共危机管理是国家治理体系的重要组成部分,其模式的创新和完善对于推动国家治理体系和治理能力现代化具有重要意义。总体国家安全观作为全新的国家安全理念,为公共危机管理提供了新的视角。总体国家安全观视域下,公共危机管理对于提升国家安全治理能力与公共安全至关重要。构建适应新时代需求的公共危机管理模式,不仅可以更好地预防和应对各类危机事件,保障人民生命财产安全和社会稳定,而且有助于推动国家治理体系和治理能力现代化。基于此,文章从总体国家安全观的视角出发,探讨总体国家安全观对公共危机管理的指导意义,分析现有管理模式存在的问题,并提出在总体国家安全观指导下构建更加科学有效的公共危机管理模式的策略,旨在革新公共危机管理模式,构建多元共治网络型危机管理模式。Public crisis management is an important component of the national governance system,and the innovation and improvement of its model are of great significance for promoting the modernization of the national governance system and governance capacity.The overall national security concept,as a new national security concept,provides a new perspective for public crisis management.Under the perspective of the overall national security concept,public crisis management is crucial for enhancing national security governance capabilities and public safety.By constructing a public crisis management model that meets the needs of the new era,it is possible not only to better prevent and respond to various crisis events,ensuring the safety of people’s lives and property as well as social stability,but also to promote the modernization of the national governance system and governance capacity.Based on this,the article explores the guiding significance of the Overall National Security Concept on public crisis management,analyzes the existing problems in management models,and proposes strategies for building a more scientific and effective public crisis management model under the guidance of the overall national security concept,aiming to reform the public crisis management model and establish a diversified,co-governance,networked crisis management model.
