浅谈招投标阶段工程造价控制措施

摘　　要：本文聚焦工程项目招投标阶段的造价控制问题,旨在探讨施工企业在此阶段面临的风险及应对策略。通过分析施工图纸、工程量清单、定额套用及合同条款等关键环节,揭示了图纸编制质量、清单完整性、材料价格波动和合同纠纷对造价管理的影响,并提出加强招标文件研究、现场调查、工程量清单复核、投标预算编制与审核等对策。同时,强调遵循合理性、透明性和规范性原则的重要性。研究表明,科学的造价管理策略不仅能有效降低风险,还能提高中标率,保障项目顺利推进并实现预期效益。This paper focuses on the issue of cost control during the bidding phase of engineering projects,aiming to explore the risks faced by construction companies at this stage and their corresponding strategies.By analyzing key aspects such as construction drawings,bill of quantities,application of quotas,and contract terms,the paper reveals the impact of drawing compilation quality,completeness of the bill,material price fluctuations,and contract disputes on cost management.It proposes strategies such as strengthening the study of bidding documents,site investigation,review of the bill of quantities,and the preparation and audit of bidding budgets.At the same time,it emphasizes the importance of adhering to principles of rationality,transparency,and standardization.The study indicates that scientific cost management strategies can not only effectively reduce risks but also improve the winning rate of bids,ensuring the smooth progress of projects and the realization of expected benefits.
