摘 要:铁路EPC项目由EPC总承包单位全权负责项目设计、采购、施工、试运行和验收移交全过程,并对项目整体质量、安全、进度和造价承担全部责任,该模式具有统一组织管理、充分发挥设计先导作用、采购集中化、施工现场合理化等特点。以国家铁路项目为基础,分析EPC总承包模式在造价管理中存在的主要风险,分别从铁路EPC项目概算组成及指标来源、项目前期工作内容与费用、造价管理工作内容及界限、限额设计及合同价款调整等方面进行阐述,并提出应对策略,可为铁路EPC项目的造价管理提供经验和借鉴。For railway EPC projects,the EPC general contractor is fully responsible for the whole process of project design,procurement,construction,trial operation and acceptance handover,and assumes full responsibility for the overall quality,safety,progress and cost of the project.This mode has the characteristics of unified organization and management,giving full play to the leading role of design,centralized procurement and rationalization of construction site.Based on the national railway projects,this paper analyzes the main risks of EPC general contracting mode in cost management,expounds from the aspects of budgetary estimate composition and index source of railway EPC project,preliminary work content and cost of the project,cost management work content and boundary,quota design and contract price adjustment,and proposes countermeasures,which can provide experience and reference for cost management of railway EPC projects.
