摘　　要：在铁路建设管理逐步精细化趋势下,对施工企业开展穿透式、系统化信用评价的需求日益凸显,但面临评价指标体系不健全、评价客观性不足、信息化手段缺失等挑战。研究探索铁路施工企业信用评价新路径,以铁路行业相关管理办法为基础,结合铁路施工企业在工程中的信用行为特征,构建全面、完整的铁路施工企业综合评价指标体系;首次将多层次灰色模型引入评价过程,解决指标信息不完整、指标评判标准不统一的问题;基于评价指标体系及评价模型搭建信用评价系统,实现评价指标填报、专家审核、评价结果计算和展示等功能。应用结果表明,该系统能够根据指标得分和评价模型自动计算企业信用得分,并评判企业信用水平。该系统可为铁路建设项目的招标与管理提供科学、高效的决策支持。As railway construction management gradually trends toward refinement,conducting in-depth and detailed credit evaluation of construction enterprises has become increasingly prominent.However,challenges such as imperfect evaluation index system,insufficient evaluation objectivity and lack of informatization methods remain.This paper studies and explores a new path for credit evaluation of railway construction enterprises,and constructs a comprehensive and complete evaluation index system for railway construction enterprises based on the relevant management measures of the railway industry and in combination with the credit behavior characteristics of railway construction enterprises in projects;introduces the multi-level grey model into the evaluation process for the first time to solve the problems of incomplete index information and inconsistent index evaluation criteria;builds a credit evaluation system based on the evaluation index system and evaluation model to realize the functions of evaluation index filling,expert review,evaluation result calculation and display.The application results indicate that the system can automatically calculate enterprise credit scores and evaluate enterprise credit level according to index scores and evaluation models.Through the application of this system,it can provide scientific and efficient decision-making support for railway construction project bidding and management.
