人口高流出地区县域城镇化发展研究——以皖北地区6市为例

摘　　要：人口高流出地区在新一轮城镇化发展中面临更多挑战。皖北地区作为典型的人口高流出地区,城镇化发展呈现“底子薄、进程慢、水平低、内部分异大”的特征,突出表现是“土地城镇化”快于“人口城镇化”,同时面临有产业基础但薄于产业链条,有人口基数但缺乏人口集聚,有发展速度但缺少内在稳定,有建设需求但缺少资源支撑等困境。皖北要实现城镇化加快突破,需要在两个方面发力。一是要解决城乡产业协同发展和融合发展的问题,为县城建设、中心镇和乡村振兴提供制度保障和经济支撑。二是要破除长期以来制约县城和乡村发展的基础设施与公共服务瓶颈、城市端资源与土地供给困境,挖掘现有条件让皖北农民自愿城镇化、就地城镇化、就近城镇化。High population outflow areas are facing more challenges in the new round of urbanization development.As a typical high population outflow area,the urbanization development in northern Anhui presents the characteristics of"thin base,slow process,low level,and big internal differences",which is highlighted by the fact that"land urbanization"is faster than"population urbanization",and at the same time,there is industrial base but thinner than industrial chain."At the same time,it faces the dilemma of having industrial base but thinner than industrial chain,population base but lack of population agglomeration,development speed but lack of inner stability,construction demand but lack of resource support.To achieve urbanization in northern Anhui to speed up the breakthrough,need to make efforts in two aspects.One is to solve the problem of synergistic and integrated development of urban and rural industries,and to provide institutional guarantee and economic support for the construction of county towns,central towns and rural revitalization.The second is to break the bottleneck of infrastructure and public services,the dilemma of resources and land supply at the urban end that has long constrained the development of county towns and villages,and tap the existing conditions to allow farmers in northern Anhui to urbanize voluntarily,locally,and in close proximity to the towns.
