农业土地规模经营制约因素分析

摘　　要：农业土地规模经营是我国农业集约化和专业化发展的重要前提,也是先进农业技术推广的重要基础。本文选取Y市牟L镇作为研究对象进行调研,通过文献研究法、问卷调查法,对L镇农业土地规模经营制约因素展开一系列调查。通过分析了解L镇农业土地规模经营发展状况,本文研究得出L镇存在缺乏专业技术人才、保障制度不健全、政府职能行为缺失、基础设施不健全的问题,根据存在问题分析得出制约因素有个人因素、资源因素、劳动力因素、制度因素、科技因素。针对存在问题和制约因素,本文从宏观和微观两个角度提出解决对策有培养专业技术人才、健全各类保障制度、规范政府职能行为、加强基础设施建设。The large-scale management of agricultural land is the important premise of the intensive and specialized development of agriculture and the important basis of the extension of advanced agricultural technology.In this paper,L Town,Y City,is selected as the research object,and a series of investigations are carried out on the constraints of agricultural land scale management in L Town through literature research,questionnaire survey and chart auxiliary method.By analyzing and understanding the development status of agricultural land scale management in Longquan Town,this paper concludes that there are problems in Longquan Town,such as lack of professional and technical personnel,imperfect security system,lack of government functions and behaviors,and imperfect infrastructure.According to the analysis of existing problems,it is concluded that the restrictive factors include personal factors,resource factors,labor factors,institutional factors,and scientific and technological factors.In view of the existing problems and constraints,this paper puts forward countermeasures from the macro and micro perspectives,including training professional and technical personnel,perfecting various security systems,standardizing government functions and behaviors,and strengthening infrastructure construction.
