摘 要:新加坡是亚洲重要的创新驱动型经济体,建立了以科技创新为驱动的多元化产业发展模式,能够为科技创新制度研究提供具有代表性的国家样本。采用社会过程研究方法,基于历史制度主义的分析框架,对新加坡科技创新体系建设历程进行梳理,探究新加坡科技创新制度建设与演变逻辑,并归纳其建设经验。研究发现,危机意识是新加坡转向创新驱动型经济的初始因素。在此过程中,新加坡政府采用自上而下的方式,通过连续制定国家层面的整体战略规划、动态调整科技创新相关政府部门架构和职能、建立多部门协同工作机制等方式形成以政府为主导的科技创新制度供给体系;继而通过全过程资金支持、实体框架建设与人才储备积累等方式为制度实施提供支持。借鉴新加坡经验,中国在科技创新体系建设过程中可充分发挥政府力量,从用活资金策略、构建依赖网络等方面着手,逐步实现科技创新体系建设的累进效应。Singapore,as a key innovation-driven economy in Asia,has established a diversified industrial development model driven by technological innovation,making it a representative national case for studying technological innovation systems.The study delves into the formation and evolution logic of Singapore's science and technology innovation system using the analytical framework of historical institutionalism.It employs the social process research method,which involves examining the social interactions and processes that led to the establishment and evolution of Singapore's science and technology innovation system,and draws on a wealth of data,including historical policy documents,economic indicators,and case studies of successful innovation initiatives.Key data points include Singapore's ranking in the Global Innovation Index,its investment in R&D,and the expansion of its startup ecosystem.It is concluded that a sense of crisis was the initial factor that prompted Singapore to shift towards an innovationdriven economy.In this process,the Singaporean government adopts a top-down approach,forming a governmentled system for the supply of science and technology innovation by continuously formulating overall national strategic plans at the state level,dynamically adjusting the structure and functions of government departments related to scientific and technological innovation,and establishing multi-departmental collaborative working mechanisms.Subsequently,it provides support for the implementation of the system through full-process financial support,the construction of an entity framework,and the accumulation of talent reserves.Drawing on Singapore's experience,China can leverage the power of government in building its technological innovation system.By adopting flexible funding strategies and establishing reliance networks,China can progressively achieve the cumulative effects of technological innovation system development.
