摘　　要：创新券是政府面向初创企业创新需求创设的普惠性政策,可有效降低企业创新投入成本,促进产学研合作与科技成果转化,对初创企业创新发展起重要作用。新能源行业是具有较高技术和资本门槛的行业,初创新能源企业在创新活动中往往面临资源匮乏、资金短缺、研发风险高等问题,而创新券政策能够针对创新链条关键短板,为初创新能源企业科技创新提供了有力支持。从创新券通用通兑视角,研究了由初创新能源企业、科技服务机构和科技服务管理平台方构成的新能源产业创新三方主体的策略选择问题,揭示了创新券政策实施过程中不同因素产生的影响,并提出相应的优化策略,为改善创新券实施效果、促进新能源产业参与主体科技创新提供了思路。Innovation vouchers are a general government policy created by the government for the innovation needs of start-ups,they can effectively reduce the cost of innovation input for enterprises,promote industry-universityresearch cooperation and the transformation of scientific and technological achievements,and play an important role in the innovation and development of start-ups.As an industry with high technology and capital thresholds,new energy enterprises often face problems such as lack of resources,lack of funds,and high R&D risks in their innovation activities.The innovation voucher policy covers the key shortcomings of the innovation chain and provides strong support for the technological innovation of new energy enterprises.This paper studies the strategic choices of the three main innovation entities in the new energy industry,namely,newly established energy enterprises,scientific and technological service institutions,and scientific and technological service management platforms,from the perspective of the universal exchange of innovation vouchers.It reveals the impact of different factors on the implementation of the innovation voucher policy and proposes corresponding optimization strategies,which provides ideas for improving the implementation effect of innovation vouchers and promoting scientific and technological innovation of the main participants in the new energy industry.
