健康医疗数据重用意愿的影响因素——基于医学科研人员主体视角的实证分析

摘　　要：技术的不断进步及政策的制定落实,在很大程度上促进了健康医疗数据产业发展,但健康医疗数据开放保护和重用的平衡问题尚未得到更好解决,使得健康医疗数据的重用效果并不理想。为此,通过选取从事健康医疗数据的科研人员,采用描述性统计方法分析影响科研人员重用健康医疗数据意愿的因素,基于“刺激-机体-反应”(SOR)理论构建理论模型,采用问卷调查和结构方程模型进一步探究健康医疗数据重用意愿影响因素的作用机制。研究发现,健康医疗数据的重用意愿是由多因素共同影响,其中感知信任、感知价值和感知努力是影响科研人员对健康医疗数据重用意愿的内在驱动力;平台性能、服务功能、数据质量、数据访问许可的可获取性及激励措施是影响科研人员重用健康医疗数据意愿的关键因素。因此,健康医疗数据开放平台可从搭建安全环境提高数据可访问性、推动可信认证完善需求导向服务、统一相关标准规范保障数据质量和营造良好研究氛围提升感知价值四方面努力,不断提升科研人员重用健康医疗数据的成效。With the continuous progress of technology and the formulation and implementation of policies,the development of the health care data industry has been promoted to a large extent,but the balance between open protection and reuse of health care data has not been better solved,making the reuse effect of the data not ideal.Therefore,by selecting researchers engaged in health and medical data,this paper uses descriptive statistical analysis to analyze the factors affecting researchers'willingness to reuse health and medical data,constructs a theoretical model based on stimulus-organism-response(SOR)theory,and uses questionnaire survey and structural equation model to further explore the mechanism of health care data reuse intention.The results show that the willingness to reuse health care data is affected by multiple factors,among which perceived trust,perceived value,and perceived effort are the internal driving forces that affect the willingness of researchers to reuse healthcare data.Platform performance,service functionality,data quality,availability of data access permissions,and incentives are the key factors influencing researchers'willingness to reuse healthcare data.Therefore,the open platform for health and medical data can continuously improve the effectiveness of scientific researchers'reuse of health and medical data from four aspects:building a secure environment,improving data accessibility,promoting trusted authentication,improving demandoriented services,unifying relevant standards and specifications,ensuring data quality and creating a good research atmosphere,and enhancing perceived value.
