摘　　要：实现县域城乡融合发展离不开土地要素的有效支撑。然而,由于长期以来受城乡二元结构的影响,特别是城乡土地要素配置体系的分隔,乡村地区在空间功能优化、产业发展和基础设施建设等方面面临诸多制约。为此,迫切需要从推动县域城乡融合发展的视角,系统研判当前城乡土地要素配置的基本特征和主要问题,并在此基础上深入探究城乡土地要素优化配置的一系列关键问题。本期特邀相关领域专家学者,分别围绕“土地要素优化配置与县域城乡融合发展:背景与逻辑”“县域城乡融合发展中亟待解决的土地配置问题”“迈向县域城乡融合的空间治理与规划策略”“以土地要素优化配置促乡村产业振兴”“土地配置机制优化与城乡基础设施供给”“土地要素配置与城乡人居环境优化”“土地要素配置促进县域城乡融合发展的关键机制政策”等主题,深入阐释了土地要素优化配置对于促进县域城乡融合发展的重要影响及其实现路径。The effective support of land elements is indispensable for realizing the integrated urban-rural development at the county level.However,due to the long-term influence of the urban-rural dual structure,especially the separation of urban-rural allocation of land elements system,the rural areas are facing many constraints in spatial function optimization,industrial development and infrastructure construction.Therefore,there is an urgent need to systematically examine the basic characteristics and main problems of the current urban-rural allocation of land elements from the perspective of promoting the integrated urban-rural development at the county level,and on this basis,to explore in depth a series of key issues in the urban-rural optimized allocation of land elements.This issue specially invites experts and scholars in related fields to respectively focus on“optimized allocation of land elements and integrated urban-rural development at the county level:background and logic”,“land allocation problems that need to be solved in the integrated urban-rural development at the county level”,“spatial governance and planning strategy towards the urban-rural integration at the county level”,“promoting rural industrial revitalization by optimized allocation of land elements”,“optimization of land allocation mechanism and supply of urban-rural infrastructure”,“optimization of allocation of land elements and urban-rural habitat”,“key mechanism and policy of allocation of land elements to promote the integrated urban-rural development at the county level”,etc.,which explains the important impact of optimized allocation of land elements on the promotion of integrated urban-rural development at the county level and the path of its realization.
