摘 要:兼顾政策受众的激励效应和财政资金的使用效率,是补贴政策设计的关键和难点。为了探究农户对轮作补贴的差异化需求,提升现有轮作补贴政策的效果和效率,本研究通过黑龙江省8县(市、区)950户农户的实地调查数据,借助选择实验方法测算农户对参与轮作试点的受偿意愿,使用随机多元Logit模型对农户的轮作方案选择偏好进行测量,并计算相应的补偿标准。结果表明:所处不同积温带的农户对不同轮作方案的偏好存在显著的差异,所处第一、第二、第三、第四、第五积温带的农户对参与轮作试点的积极性依次增加;受东北地区种植惯性以及试点政策对集中连片地块的偏好的影响,农户对“玉米—大豆”轮作的技术路径和联合获取试点资格表现出更高的偏好。因此,应针对不同轮作方案制定差别化的补偿标准,进一步提升农户参与轮作试点的积极性和财政资金的使用效率。Balancing the incentive effect of the policy audience and the efficiency of the use of financial funds is the key and difficult point of subsidy policy design.In order to explore the differentiated needs of farmers for crop rotation subsidies and to improve the effectiveness and efficiency of the existing crop rotation subsidy policy,based on the field survey data of 950 farmers in 8 counties(cities and districts)in Heilongjiang Province,this research measured the farmers'willingness to participate in the crop rotation pilot with the method of the selection experiment,and used the stochastic multivariate Logit model to identify the farmers'preferences for different crop rotation programs and calculate the differentiated compensation standards.The results of the study showed that there were significant differences in the preferences of farmers in different accumulated temperature zones for different crop rotation programs,and the enthusiasm of farmers in the first,second,third,fourth and fifth accumulated temperature zones for participating in the crop rotation pilot increases in order;due to planting inertia in the Northeast region and the preference of the pilot policy for centralized and continuous plots,farmers showed a higher preference for the technical path of the“corn-soybean”rotation and the joint qualification for the pilot.Therefore,differentiated compensation standards should be formulated for different crop rotation programs to further enhance farmers'motivation to participate in crop rotation and the efficiency of financial funds.
