摘 要:当前存量土地再开发逐渐取代大规模新增建设成为各地拓展发展空间的主要路径之一,但受制于复杂产权关系及补偿成本过高,大部分城市的存量土地再开发项目严重依赖政府的协调与兜底,市场化机制不完善,亟须构建能够统筹政府与市场力量助推存量土地再开发的政策体系。本文借鉴城市企业主义理论,阐释了以政府主体企业化及运营方式市场化为主线的存量土地再开发理论框架,提出以促进形成政府、市场及社会多方合作的权益共同体及激活市场动能为目标,开展政府统筹机制与市场实施路径两方面的协同创新,引导形成释放空间资源流量支撑城市新发展的存量土地再开发制度环境。本文认为存量土地再开发需要发挥政府的不同角色与作用,推动政府统筹机制与市场实施路径的协同是贯通存量土地再开发的有效实施路径。Currently,the redevelopment of stock land is gradually replacing large-scale new construction as one of the main paths for expanding development space in various regions.However,due to complex property right relationships and high compensation costs,the redevelopment projects of stock land in most cities heavily rely on government coordination and support,and the market-oriented mechanism is not perfect.It is urgent to establish a policy system that can coordinate government and market forces to promote the redevelopment of stock land.This article draws on the theory of urban entrepreneurialism to explain the theoretical framework of stock land redevelopment with the entrepreneurialization of the government and the marketization of the operation mode as the mainline.It proposes to promote the formation of a multi-party cooperative community of rights and interests among the government,market,and society,and activate market momentum as the goal,and carry out collaborative innovation in both government coordination mechanism and market implementation path,guiding the formation of a stock land redevelopment institutional environment that releases spatial resource flow to support new urban development.This article argues that the redevelopment of stock land requires the government to play different roles and responsibilities,and promoting the synergy between government coordination mechanism and market implementation path is an effective implementation path for the redevelopment of stock land.
