摘　　要：2023年10月,我国宣布增发1万亿特别国债,用来支持提升我国防灾减灾救灾能力。水利领域全口径安排国债资金额度超过了本次增发国债总规模的一半。这些都充分体现了党中央、国务院对系统提升防灾减灾救灾能力、保障人民群众生命财产安全的高度重视。政府部门如何督促地方高质量推动项目实施,提升防洪治理能力,确保江河安澜;如何督促地方高质量管好用好国债资金,实现从决策阶段到终结阶段分析项目投资效益,评价项目投资合理性,显得尤为重要。In October 2023,China announced the issuance of an additional 1 trillion yuan of special treasury bond to support the improvement of China's disaster prevention,mitigation and relief capacity.The amount of treasury bond funds allocated in the water conservancy sector exceeds half of the total amount of treasury bond issued this time.These fully reflect the high importance that the Central Committee of the Communist Party of China and the State Council attach to enhancing the system's disaster prevention,reduction and relief capabilities,and ensuring the safety of people's lives and property.How the government departments supervise local governments to promote high-quality project implementation,enhance flood control and governance capabilities,and ensure river safety and how to urge local governments to manage and use treasury bond funds with high quality,analyze project investment benefits from the decision-making stage to the end stage,and evaluate the rationality of project investment are particularly important.
