法学人才培养方案优化研究——以17所政法院校为分析样本

摘　　要：法学人才培养对全面落实依法治国方略具有重要意义。培养方案是法学人才培养的根本章程、纲领性文件,在人才培养过程中具有决定性意义。法学人才培养的效果如何,与法学专业人才培养方案的科学性、可操作性、人民的满意度等有密切联系。通过对17所政法院校(包含传统的“五院四系”政法院校)的人才培养方案调研,发现新时代法学专业人才培养方案在专业简介、培养目标、毕业要求、毕业条件、课程分类及主要内容、实践(实习)时间、文化素质类学分要求等方面具有完善的规定,但也存在与时代发展契合不够、学科交叉不充分、参与主体单一、培养特色不足等问题。改革法学人才培养方案,应当契合时代需求,体现交叉趋势,彰显多元培养主体,呈现人才培养的鲜明特色。实践分析与理论总结表明,法学人才培养方案变革要不断推陈出新,促进法学人才深度融合理论知识与实践能力。The cultivation of legal talent is an important part of law⁃based governance on all fronts.The training program is the fundamental charter and guiding document for the cultivation of legal talent,which has decisive significance in the process of talent cultivation.The effectiveness of cultivating legal talent is closely related to the scientificity,operability,and peoples satisfaction of the training program for legal talent.Through the survey of the training program for legal talent of 17 universities and colleges of political science and law(including the traditional universities and colleges of political science and law of“Five Colleges and Four Departments”),the training program for legal talent in the new era has sound regulations in terms of professional introduction,training objectives,graduation requirements,course classification and main contents,practice(internship)time,and credit requirements of cultural quality.However,there are also problems such as insufficient fit with the development of the times,insufficient cross⁃discipline,identical participant and the lack of characteristics for training.The reform of the legal talent training program should meet the needs of the times,reflect the trend of cross⁃discipline,highlight diverse training subjects,and present distinct characteristics of talent training.Practical analysis and theoretical summaries indicate that the reform of training program for legal talent should be constantly updated to promote the deep integration of theoretical knowledge and practical abilities of legal talent.
