摘 要:《全国国土空间规划纲要(2021—2035年)》明确提出建设全国国土空间规划实施监测网络(CSPON),《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》将“场景”写入国家五年规划。本文在总结CSPON工作基础、面临挑战的基础上,梳理了场景驱动的基本理念,并基于“业务-场景-关键技术”的逻辑链,构建了CSPON场景体系,进一步提炼场景驱动的CSPON建设总体框架。结合业务实践,总结数据获取、数据融合、时空孪生、人工智能应用、场景搭建等关键技术攻关方向,从业务分析与业务协同模型构建、数据分析与数据共享模型构建、关键技术识别与服务治理、场景设计与组装验证4个方面,提出场景驱动的CSPON实施路径,并对发展前景进行了展望。"The Outline of the National Land and Space Plan(2021-2035)"clearly proposes the construction of China Spatial Planning Observation Network(CSPON),and"The Outline of the 14th Five-Year Plan(2021-2025)for National Economic and Social Development and Vision 2035 of the People's Republic of China"for the first time includes"scenario"in the national Five-Year Plan.To depict the overall framework for scenario-driven CSPON,this paper summarizes the foundational work and challenges faced by CSPON,outlines the basic concept of scenario-driven approaches,and builds a CSPON scenario system based on the logical chain of"business-scenariokey technology".By integrating business practices,this paper identifies key technology research directions for establishing CSPON,such as data acquisition,data integration,spatio-temporal twin,AI application,and scenario construction.Furthermore,an implementation pathway for scenario-driven CSPON has been proposed from four aspects of business analysis and business collaboration model building,data analysis and data sharing model building,key technology identification and service governance,and scenario design and assembly validation.Then,prospects for further development of CSPON are put forward in the last part of this paper.
