摘  要:加强国土空间规划控制线的实施管理,是引导形成科学、适度、有序国土空间布局体系的重要抓手,是全国国土空间规划实施监测网络(CSPON)建设的核心任务。当前,控制线管控存在数字底座时空融合与动态更新不足、管控要素和规则语义化程度不高、实施管控业务协同决策不够、规划控制线全过程数字管控难以实现等问题。本文以杭州规划控制线全流程管控实践为例,利用国土空间信息模型(TIM)在要素融合、时空关联、智能支撑等方面的特性,开展基于TIM的国土空间规划控制线全流程管控方法设计与研究,形成全流程管控框架、思路和方法,以期为其他城市探索规划控制线全流程管控提供启发。Strengthening the implementation management of territorial spatial planning control line is a crucial leverage for guiding the formation of a scientific,moderate,and orderly territorial spatial layout system,and it is the core task of China Spatial Planning Observation Network(CSPON).In response to the current issues in territorial spatial control planning line supervision,such as insufficient spatio-temporal integration and dynamic update,low digitalization level of control elements and rules,and insufficient collaborative decision-making in implementation control business,which make it difficult to achieve the full-process digital control of territorial spatial planning control line.Taking the practice of the whole-process control of Hangzhou planning control line as an example,this paper uses the characteristics of territorial information model(TIM)in element integration,spatio-temporal correlation,and intelligent support to design and study a full-process control method for territorial spatial planning control line based on TIM.The paper forms a full-process supervision framework,approach,and methodology,and combines the actual situation in Hangzhou for exploratory practice,aiming to provide inspiration for other cities to explore the full-process supervision of territorial spatial planning control line.
