数智时代自媒体传播乱象的敏捷治理研究

摘　　要：数智时代,自媒体利用新兴技术滥发“新黄色新闻”、无底线蹭炒社会热点、营销虚假人设、制造群体对立、违规营利等行为已成为扰乱网络生态秩序的重要症结。现有研究和治理实践难以充分应对自媒体传播乱象带来的突发性、突变性、隐匿性风险,亟须提出更灵活、更高效、更可持续的治理模式。通过创新性引入敏捷治理理论,基于自媒体传播乱象的主要表征和治理困境,从理念、模式和行动方法三个维度探讨提升治理效能的可行路径。研究发现,敏捷治理中的动态化理念、分权共治模式以及“迅捷感知—灵活响应—持续协调”的行动方法能够为自媒体传播乱象规制提供理论指导、系统化范式和具体方案。优化自媒体传播乱象规制可以从数字技术赋能、主体联动以及长效机制确立三个方面展开。In the era of digital intelligence,self-media uses emerging technologies to issue“new yellow news”,hyping social hot spots without any ethical boundaries,selling false personae,creating group confrontations,and obtaining illegal profits,which has become a major issue disrupting the ecological order of the network.Previous research and governance practices have struggled to cope with the sudden,mutative,and hidden risks brought about by this chaos,and a more flexible,efficient,and sustainable governance model is urgently needed.This study innovatively introduces agile governance theory,based on the main manifestations and governance dilemmas of self-media chaos.We explore the new problems faced by self-media communication in the process of social digitalization from three dimensions:concept,model,and action method.This study explores feasible ways to regulate self-media communication chaos in the age of digital intelligence,and finds that agile governance has strong adaptability in regulating the chaos of self-media communication.Drawing on agile concept,agile governance is logically suited to the information dissemination and regulation of digital intelligence society,providing directional guidance for managing the self-media chaos.Referring to the agile operation mode,the flexibility and responsiveness of agile governance enables it to react promptly to new situations and problems in such chaos.The collaborative structure of the organization promotes joint participation and governance among all parties throughout the information communication process,forms an effective prevention and disposal mechanism,and fills the gaps in traditional regulatory systems.It reshapes the governance structure of self-media chaos and optimizes the governance process.Based on the agile action method,agile governance of self-media chaos emphasizes continuous optimization and rapid adjustment,improving governance effectiveness and adaptability through ongoing practice and feedback,in search of more effective solutions to the regul
