摘 要:科创金融市场机制存在失灵问题,需要政府促进进行弥补。运用AHP-DEA(层次分析法-数据包络分析)法对2007—2021年杭州市科创金融政府促进绩效进行分析。结果表明:杭州市科创金融政府促进效率呈W型,规模效率较高;政府促进绩效逐年上升,2012—2013年出现停滞,主要因为政府促进投入产出增长放缓或下降,且效率较低。杭州市政府需进一步加大政府促进投入规模,优化投入结构,创新投入方式,大力提高科技创新投入与产出,以提升政府促进绩效。The failure of Sci-Tech innovation financial market mechanism needs to be remedied by the government.By using AHP-DEA(analytic hierarchy process-data envelopment analysis)method,the government performance of Sci-Tech innovation financial in Hangzhou from 2007 to 2021 was analyzed.The results show that the government promotion efficiency of Sci-Tech innovation financial in Hangzhou is W-shaped,and the scale efficiency is relatively high.The promotion performance of the government has been increasing year by year,but stagnated from 2012 to 2013,mainly because the growth of input and output promoted by the government slows down or falls,and the efficiency was low.The government of Hangzhou should further increase the scale,optimize the structure,innovate the modes of input and increase the input and output of science and technology innovation to improve the performance.
