摘　　要：开展智慧社区居家养老服务绩效评价,是提高社区居家养老服务质量的内生动力,亦是保障老年人享受优质高效养老服务的坚实基础,更是发挥政府激励与监督功能的关键抓手。在明确评价原则与评价方法的基础上,本文运用德尔菲法,从服务设施、服务人员、服务内容、服务管理、服务效果等五个评价维度,构建出包含5个一级指标、19个二级指标及60个三级指标的智慧社区居家养老服务绩效评价指标体系,结合专家访谈意见,借助层次分析法确定指标权重并开展一致性检验。在此基础上提出应对措施,即拓宽服务评价参与维度、打造绩效考核质量防线、构建指标体系反馈通道、推动指标体系实现动态调整,以此确保指标体系的可行性、科学性与合理性。Carrying out the performance evaluation of home-based elderly care services in smart communities is the endogenous driving force for improving the quality of home-based elderly care services in the community,a solid foundation for ensuring that the elderly enjoy high-quality and efficient elderly care services,and it is also the key to give full play to the government's incentive and supervision functions.On the basis of clarifying the evaluation principles and evaluation methods,the Delphi method is used to construct a performance evaluation index system of home-based elderly care services in smart communities including 5 first-level indicators,19 second-level indicators and 60 third-level indicators from the five evaluation dimensions of service facilities,service personnel,service content,service management and service effect.Combined with the experts'interview opinions,the index weights are determined by analytic hierarchy process and the consistency test is carried out.On this basis,countermeasures are proposed,that is,to broaden the participation dimension of service evaluation,build a quality defense line for performance appraisal,build a feedback channel for the indicator system,and promote the dynamic adjustment of the indicator system,so as to ensure the feasibility,scientificity and rationality of the indicator system.
