摘　　要：从理论上研究提升社区生活垃圾分类效果的有效路径是基层治理的一项重要任务。基于WSR理论,结合fsQCA方法,以北京市16个社区为案例样本,从组态视角探讨资源、制度、居民参与对社区生活垃圾分类效果的影响机制。研究发现:资源、制度、居民参与并不单独构成社区生活垃圾分类效果提升的必要条件,而是通过相互作用共同对生活垃圾分类效果产生影响。目前提升社区生活垃圾分类效果的路径分别是激励动员路径和自主驱动路径。在生活垃圾分类的推进过程中,资源、制度、居民参与通过相互作用以提升社区生活垃圾分类效果。资源供给于民,为居民分类提供支持;制度完善稳定,保障垃圾分类的资源供给;之后制度逐渐内化于心,最终实现社区生活垃圾分类效果的提升。在实践方面,这两条路径符合现实发展趋势,即社区生活垃圾分类经历早期行政推动到后期自觉行为的发展过程,各地在开展生活垃圾分类工作时应关注社区的发展阶段和条件,通过发挥因素间的互动作用来找到适合自身的推进路径。The theoretical analysis of effective pathways for improving community household waste classification effectiveness is a critical task in grassroots governance.Based on the WSR theory,using fsQCA method,this study investigates the influencing mechanism of resource,institution,and resident participation on community waste classification effectiveness,using 16 communities in Beijing as case samples.The findings reveal that:resource,institution,and resident participation do not independently constitute necessary conditions for enhancing waste classification effectiveness.Instead,their interaction collectively impact performance.Two distinct pathways to improve waste classification effectiveness are identified:the incentive-mobilization pathway and the self-driven pathway.In the process of advancing waste classification initiatives,the interplay of resource,institution,and resident participation are critical to achieve better outcomes.Resource provision supports residents'classification efforts,institutional stability ensures sustained resource waste classification supply,and over time,institutional norms become internalized,ultimately enhancing waste classification performance.Practically,these two pathways conform to real-world developmental trend,that is to say,community waste classification progress from early-stage administrative promotion to later-stage voluntary behavior.Localities should tailor their approaches to the specific developmental phases and conditions of their communities,leveraging interactive effects among factors to identify appropriate pathways for advancement.
