基于熵权-TOPSIS法的知识产权领域营商环境评价体系分析——以京津沪渝4个直辖市为例

摘　　要：知识产权对营商环境具有塑造和引领作用,科学构建营商环境评价体系对营商环境的建设具有积极意义。知识产权是市场主体掌握核心技术的关键支撑,是市场经济最有效的知识产权激励机制。保护知识产权对于提升市场经济主体的竞争实力和创新潜能至关重要,其不仅能够推动科技创新与技术进步,而且有助于营造健康有序的营商环境。从知识产权创造、运用、保护、管理、服务全链条构建评价体系,采用基于熵权改进的TOPSIS模型对京津沪渝4个直辖市知识产权领域营商环境评价情况进行测度,并进行横向比较。结果表明:4个直辖市知识产权领域营商环境发展水平指数整体良好,但各直辖市之间的差异较大。其中,北京市、上海市知识产权领域营商环境相对较好,重庆市一般,天津市相对较弱。对4个直辖市知识产权领域营商环境影响因素最大的是知识产权创造指标,其次是知识产权运用指标、知识产权服务指标、知识产权保护指标,知识产权管理指标对营商环境的影响效应最弱。进而提出加大“专精特新”企业研发投入,推进自主创新能力;提升知识产权转移转化效能,释放知识产权运用新潜能;加强知识产权快速协同保护工作,强化知识产权全链条保护;打造知识产权高层次专业人才集聚区,提升知识产权服务水平等知识产权领域营商环境的优化路径。Intellectual property plays a shaping and leading role in the business environment.Scientifically constructing a business environment evaluation system has positive significance for the construction of the business environment.Intellectual property are the key support for market players to master core technologies,and they are the most effective intellectual property incentive mechanism for market economy.The protection of intellectual property is essential to enhance the competitiveness and innovation potential of market economic entities,which can not only promote scientific and technological innovation and technological progress,but also help create a healthy and orderly business environment.This paper constructs an evaluation system from the whole chain of intellectual property creation,application,protection,management and service.The entropy weight improved TOPSIS model is used to measure and evaluate the business environment in the intellectual property field of the four directly governed municipalities:Beijing,Tianjin,Shanghai,and Chongqing,and to conduct a horizontal comparison.The results show that the business environment development level index in the field of intellectual property is generally good among the four municipalities,but there are large differences among the municipalities.Among them,the business environment in the field of intellectual property in Beijing and Shanghai is relatively good,while Chongqing is average and Tianjin is relatively weak.The most influential factor on the business environment in the field of intellectual property in the four municipalities directly under the central government is the index of intellectual property creation,followed by the index of intellectual property use,intellectual property service and intellectual property protection,and the index of intellectual property management has the weakest impact on the business environment.It is recommended to optimize the business environment in the intellectual property field by increasing R&D investment in speciali
