科学数据汇交共享政策框架研究——以中国科学院文献情报中心为例

摘　　要：[目的/意义]通过研究分析我国和中国科学院发布的一系列科学数据管理办法和措施,为中国科学院文献情报中心制定文献情报领域数据汇交共享政策框架提供有益参考。[方法/过程]对国内外数据汇交共享政策进行对比研究,分析总结数据汇交共享办法的各项条例,结合文献中心科研过程中产出的数据集、发表科研论文和发布科技报告时产生的各类关联数据,完成文献中心数据汇交共享政策框架研究,主要包括总则、职责分工、数据汇交管理与开放共享、保障机制、安全保密、附则六大类,共计21个指标。[结果/结论]基于上述政策框架的研究,发布《中国科学院文献情报中心论文、报告关联数据管理与开放共享实施细则》,指导文献中心论文和报告的责任主体完成数据汇交共享工作,提升数据汇交管理水平,促进数据资源高效利用。[Purpose/Significance]Through research and analysis of a series of scientific data management methods and policies issued by China and the Chinese Academy of Sciences,it provides useful reference for National Science Library,China Academy of Sciences to formulate a policy framework for data collection and sharing in the field of documentation and information.[Method/Process]Based on the comparison of data collection and sharing policies at home and abroad,this paper summarized and analyzed relevant regulations on data collection and sharing methods,and completed the research on the policy framework of data exchange and sharing by combining the datasets produced by LAS researchers during the scientific research process,various related data generated during the publication of scientific research papers or scientific reports.It mainly included general principles,division of responsibilities,data collection management and open sharing,guarantee mechanisms,security and confidentiality,and 6 categories of supplementary provisions,with a total of 21 indicators.[Result/Conclusion]Based on the above research,the Implementation Rules for the Management and Open Sharing of Data Related to Papers and Reports in National Science Library,Chinese Academy of Sciences is issued to guide the data collection and sharing work of the LAS,improve the level of data collection and utilization,and promote the efficient use of data resources.
