地方政府推进数字政府建设的注意力分配与变迁研究

摘　　要：[目的/意义]数字政府是数字时代政府治理转型的必然趋势,地方政府在数字政府建设领域的注意力分配决定了数字政府建设的内容与方式,对理解数字政府建设的纷繁实践以及优化数字政府建设成效具有重要意义。[方法/过程]通过对省级层面发布的数字政府建设政策的文献计量和文本内容分析,探究地方政府在数字政府建设领域的注意力分配特征与演变趋势。[结果/结论]数字政府建设全面深入政府职能领域,具体的建设内容突出对热点议题的回应,并且兼顾效率导向和公共价值追求。伴随数字政府建设的深化,地方政府的注意力分配经历自主探索时期的缓步增长以及中央引导下的快速爬升,向更加广泛的治理议题拓展,同时应用规划由职能导向转向场景驱动。此外,数字政府建设的注意力分配存在区位差异,呈现域内竞争与东部引领特征。研究进一步表明,数字政府建设注意力的变迁根本上是由建设动力转换所驱动的。研究发现可为数字政府建设优化提供参考。[Purpose/Significance]Digital government is an inevitable trend in the transformation of governance in the digital era.The attention allocation of local government in digital government determines the content and methods of its construction,which is of great significance for enhancing the understanding of diverse practices and optimizing its effectiveness in digital government construction.[Method/Process]Through bibliometric analysis and textual content analysis of digital government construction policies released at provincial level,this paper explored the characteristics and evolutionary trends of local governments attention allocation in digital government construction.[Result/Conclusion]The study reveals that the construction of digital government is deeply integrated into all areas of government functions comprehensively.The specific content highlights the response to hot issues,and gives consideration to both efficiency and public value.With the deepening of digital government construction,the attention allocation of local government has experienced a slow growth during the period of independent exploration and a rapid increase under the guidance of the central government,expanding towards a wider range of governance issues,and the application planning has shifted from function-oriented to scenario-driven.In addition,there are regional differences in the attention allocation of digital government construction,presenting the characteristics of intra-regional competition and leading by eastern provinces.The research further indicates that the attention evolution in digital government construction is fundamentally driven by the transformation of construction motivations.These findings provide a certain reference for the optimization of digital government construction.
