城乡建设用地增减挂钩政策实施困境及对策建议——以陕西省为例

摘　　要：城乡建设用地增减挂钩政策是提高我国农村建设用地利用率、解决城市建设用地不足等问题的重要发展政策,在推动土地资源的节约集约利用、助力脱贫攻坚、促进乡村振兴及实现城乡融合发展等方面发挥了举足轻重的作用.结合陕西省近十年城乡建设用地增减挂钩拆旧复垦项目实施情况,总结了2011—2020年期间陕西省增减挂钩项目的特点:(1)项目数量多,规模大,覆盖全.(2)政策驱动强,农民积极性高.(3)地块较集中,项目落实易实施.并分析了城乡建设用地增减挂钩政策实施所面临的困境:(1)复垦范围缩小,拆旧潜力不高.(2)实施程序冗长,基层意愿不强.(3)未预留农村集体经济发展空间,影响乡村振兴可持续发展.最后,提出了适当扩大政策范围、简化审查程序、预留发展区面积、完善监督管理机制等相关政策优化建议,以期为增减挂钩政策实施及项目实践操作提供科学依据和参考.The policy of linking the increase and decrease of urban and rural construction land is an important development policy to improve the utilization rate of rural construction land and solve the shortage of urban construction land in China,and has played a pivotal role in promoting the economical and intensive use of land resources,helping poverty alleviation,promoting rural revitalization and realizing urban-rural integration development.Based on the implementation of urban and rural construction land increase and decrease linked demolition and reclamation projects in Shaanxi Province in the past ten years,this paper summarizes the characteristics of Shaanxi Province’s increase and decrease linked projects during 2011—2020:(1)large number of projects,large scale,covering the whole.(2)Strong policy drive and high enthusiasm of farmers.(3)The land is more concentrated,and the project is easy to implement.The paper analyzes the difficulties faced by linking the increase and decrease of urban and rural construction land from 2021 to 2023:(1)The scope of reclamation is reduced,and the potential for demolition is not high.(2)The implementation procedure is lengthy and the grass-roots will is not strong.(3)There is no reserved space for the development of rural collective economy,affecting the sustainable development of rural revitalization.In view of the above problems,this paper puts forward relevant suggestions such as expanding the policy scope,simplifying the review procedure,reserving the development area,improving the supervision and management mechanism,in order to provide scientific basis and reference for the formulation of new policies and the practical operation of the project.
