摘　　要：围标串标是阻碍招投标市场高质量发展的重要因素之一,同时市场主体违法行为在更新迭代,主体间协同围标串标常发,市场监管难度加大。本文基于机器管招投标模式,提出招投标全过程机器化,阻断招投标主体间的围标串标行为,杜绝评标专家的倾向性行为。为了阻断投标主体间的违法行为,机器管招投标利用大数据和人工智能及区块链技术,实现招投标全过程数字化。本文以机器管招投标落地运行一年多市场反馈为载体阐述其存在问题,望引起有关部门重视从政策层面优化其竞争机制,为招投标行业改革创新提供经验借鉴。Bid rigging is one of the important factors hindering the high-quality development of the bidding market.At the same time,illegal behaviors of market entities are constantly evolving,and collaborative bid rigging among entities is common,making market supervision more difficult.This article proposes the mechanization of the entire bidding process based on the machine managed bidding model,which can prevent bid rigging and collusion among bidding entities,and eliminate the biased behavior of evaluation experts.In order to prevent illegal activities between bidding entities,machine managed bidding utilizes big data,artificial intelligence,and blockchain technology to digitize the entire bidding process.This article uses market feedback on the implementation and operation of machine management bidding for more than a year as a carrier to explain its existing problems.It is hoped that relevant departments will pay attention to optimizing its competition mechanism from a policy perspective,and provide experience and reference for the reform and innovation of the bidding industry.
