摘 要:以上海市42座城镇污水处理厂为例,采用排放因子法核算了其污染物去除效率和温室气体排放水平,并使用DEA-SBM-VRS模型评价了其减污降碳综合效能。结果显示:2021年,全市城镇污水处理规模达到30.3×10^(8) m^(3),电力消耗量为1.2×10^(9) kW·h,出水指标远低于国家排放标准,平均去除率高;温室气体排放量达230.7×10^(4) t,单位水量排放强度为0.78 kg/m^(3),去除单位COD的排放强度为2.6 kg CO_(2)/kg COD,N_(2)O气体逸散仍是主要排放源。模型评估发现,上海市城镇污水处理厂综合效能平均值为0.63,略高于全国水平。进水BOD5浓度处于150~300 mg/L、COD浓度介于300~500 mg/L、执行国家一级B排放标准的污水处理厂综合效能相对较高。综合效能与污水处理所选用工艺的关系不明显。研究结果可为上海乃至长三角区域污水处理厂的运营决策和减污降碳协同增效提供参考借鉴。Taking 42 urban sewage treatment plants in Shanghai as an example,this study calculated the pollutant removal efficiency and greenhouse gas emission level by using emission factor method,and evaluated the comprehensive efficiency of pollution reduction and carbon reduction by using DEA-SBM-VRS model.The results showed that the urban sewage treatment scale reached 30.3×10^(8) m^(3),the power consumption was 1.2×10^(9) kW·h,the effluent index was far lower than the national emission standard,and the average removal rate was high.The greenhouse gas emis sions reached 230.7×10^(4) t,with a carbon emission intensity of 0.78 kg/m^(3) per unit of water and a COD removal emission intensity of 2.6 kg CO_(2)/kg COD,and N_(2)O gas escape was still the primary emission source.According to the model evaluation,the average comprehensive efficiency of Shanghai municipal sewage treatment plant is 0.63,which is slightly higher than the national level.Wastewater treatment plants with influent BOD5 concentrations ranging from 150 to 300 mg/L,COD concentrations between 300 and 500 mg/L,using AAO process,and implementing the national Class B discharge standards demonstrated relatively high comprehensive efficiency.The results of this study can provide reference for the operation decision-making and the synergistic efficiency of pollution reduction and carbon reduction of sewage treatment plants in Shanghai and even Yangtze River Delta region.
