摘 要:为提升台州市椒江区河湖“四乱”问题信息化监管水平,为河湖“清四乱”专项行动的全面推行提供技术支撑,需要建设河湖保护智慧水利系统。充分利用台州市椒江区电子政务资源、水域调查数据、水污染监测信息、水利与国土资源管理资料,以及其他涉水业务在内的多源信息资源,整合现有各种基础、监测、监控视频、卫星遥感及无人机航拍影像等数据,开发Web端+移动端的多端联合应用的河湖保护智慧水利系统,重点建设数据资源、数智指挥、智能计算等中心系统,建成“天空地人”一体化立体遥感监测网,支持省、市、县、乡(镇)、村五级河长应用,鼓励群众、保洁等举报河湖问题,实现河湖“清四乱”专项活动、地域等管理全覆盖,全面提升台州市椒江区河湖问题监管效率,减少河湖问题发生频率,有效维护河湖形象面貌。To enhance the informatized supervision of river and lake issues(“Four Disorders”problems)in Jiaojiang District,Taizhou,and provide technical support for the comprehensive implementation of the“Clear Four Disorders”initiative,the construction of a smart water conservancy system for river and lake protection was required.By fully utilizing Jiaojiang District's e-government resources,water survey data,water pollution monitoring information,water conservancy and land resources management data,and other water-related business information,the project integrated diverse data such as foundational,monitoring,video surveillance,satellite remote sensing,and drone imagery.Key components included the development of data resources,intelligent command,and smart computation systems,coupled with a Web and mobile multi-terminal application for river and lake protection.A“sky-ground-human”integrated 3D remote sensing monitoring network supported five-tier governance—province,city,county,township,and village—and encouraged public participation in issue reporting.This system achieves comprehensive management of problems and areas related to the“Clear Four Disorders”initiative,significantly enhancing regulatory efficiency,reducing problem frequency,and effectively preserving the appearance and health of rivers and lakes in Jiaojiang District.
