文旅融合背景下跨区域协同治理开发创新机制研究——以黄河壶口瀑布为例

摘　　要：推动中国特色社会主义治理体系现代化建设,促进文旅融合迈向高质量发展,持续优化中西部地区协同治理格局,必须回应治理主体协同发展问题。基于协同治理理论与共生理论,创新性提出“双重共生—协同”整合框架,采用单案例研究方法对黄河壶口瀑布旅游区案例进行分析。研究发现,跨区域协同治理的创新机制具有以下特点:(1)上级政府部门扮演“动力驱动者”及“政策指引者”角色,打开了协同治理的机会之窗;(2)政府与企业呈现出非对称性互惠关系;(3)协同产出的结果表现为价值增值,且这种价值增值只能通过协同行动才能产生。为完善跨区域协同治理机制,应当重视上级部门的高位推动作用,并出台一系列文旅产业扶持政策减轻企业负担,提高治理效率与效能。To advance the modernization of the socialist governance system with Chinese characteristics,propel the high-quality development of cultural and tourism integration,and continually optimize the collaborative governance landscape in central and western China,it was imperative to address the issue of coordinated development among governance actors.This paper grounded in the theories of collaborative governance and symbiosis,proposes a"dual symbiosis-collaboration"integration framework innovatively.Employing a single-case study methodology,this paper analyzed the case of Hukou Falls Tourist Area of the Yellow River and discovered that the innovative mechanisms of cross-regional collaborative governance exhibit the following characteristics:①Upper-level government departments acted as"motivators"and"policy guides,"opening a window of opportunity for collaborative governance.②Asymmetric reciprocal relationships emerged between the government and enterprises.③The outcomes of collaboration manifest as value-added benefits,which could only be generated through collaborative actions.To improve the cross-regional collaborative governance mechanisms,emphasis should be placed on the pivotal role of upper-level departments in driving progress and issuing a series of supportive policies for the cultural and tourism industries to alleviate corporate burdens and enhance governance efficiency and effectiveness.
