湖北省财政金融支农协同效率研究  

A Study on the Synergistic Efficiency of Fiscal and Financial Support for Agriculture in Hubei Province

摘　　要：财政与金融支农是推动乡村振兴的重要手段。本文基于湖北省2016—2021年相关数据,应用三阶段DEA模型和Malmquist生产率指数,对湖北省的财政金融支农协同效率进行测算。研究发现,尽管考察期内各城市效率值发生小幅波动,但湖北省财政金融支农协同效率整体呈上升趋势。环境变量和随机干扰对湖北省财政金融支农协同效率存在显著影响,剔除环境因素和随机干扰后,湖北省财政金融支农协同效率发生明显变化。根据实证研究结论,本文提出了加大财政支农投入,创新财政支农方式;鼓励金融机构创新金融支农模式;优化财政与金融支农政策,发挥支农政策的协同效应与强化财政支农资金绩效管理等政策建议。Fiscal and financial support for agriculture is an important means to promote rural revitalization.Based on the relevant data of Hubei Province from 2016 to 2021,this paper applies the three-stage DEA model and Malmquist productivity index to measure the synergistic efficiency of fiscal and financial support for agriculture in Hubei Province.It is found that the overall fiscal and financial support to agriculture synergy efficiency in Hubei Province shows an upward trend,despite the small fluctuations in the efficiency value of each city during the examination period.Environmental variables and random interference have a significant impact on the fiscal and financial support to agriculture synergy efficiency in Hubei Province,and after removing environmental factors and random interference,the fiscal and financial support to agriculture synergy efficiency in Hubei Province has changed significantly.According to the conclusion of empirical research,this paper puts forward the policy suggestions such as increasing the input of financial support for agriculture,innovating the way of financial support for agriculture;encouraging financial institutions to innovate the mode of financial support for agriculture;optimizing the policy of financial and financial support for agriculture,exerting the synergistic effect of the policy of support for agriculture,and strengthening the performance management of financial support for agriculture funds.
