摘　　要：政治意愿是联结政治与政策研究的重要理论视角。强大的政治意愿是中国治理模式的重要标识,也是深入理解中国治理成效的关键视角。本文在梳理政治意愿理论的基础上,构建契合中国国情的操作性分析框架,以中国退役军人保障体系建设过程为例揭示我国退役军人管理与保障体制迅速高效发展的深层动因。研究发现,政治意愿是推动政府行政改革的关键驱动力。领导层的深切关注与顶层设计的精心布局是政治意愿的核心要素,进而驱动了政府层面的持续承诺以及政策与改革举措的高效执行。中国特色的“政治意愿-政治任务-政治执行-意愿达成”是官方意志与民众期待的和谐统一。作为解释我国重大改革和政策实践取得成功的新视角和框架,政治意愿分析框架有益于深化对中国政治过程的分析和丰富对中国之治内涵的理解。Political will is an essential theoretical perspective linking political and policy research.Strong political will is an important symbol of China's governance model and a critical perspective to understand the effectiveness of China's governance deeply.Based on the theory of political will,this paper constructs an operational analysis framework that fits China's actual conditions and takes the construction process of China's veterans'security system as an example to reveal the deep motivation for the rapid and efficient development of China's veterans'management and security system.The study found that political will is the key driving force to promote government administrative reform.The deep concern of the leadership and the careful layout of the top-level design are the core elements of political will,which drive sustained commitment at the government level and the efficient implementation of policies and reform initiatives.The"political will-political task-political execution-willingness realization"with Chinese characteristics is the harmonious unity of official will and public expectations.And the research emphasizes the critical role and research value of political will.As a new perspective and framework for explaining the success of significant reforms and policy practices in our country,the political will analysis framework is beneficial for deepening the analysis of the Chinese political process and enriching the understanding of the connotations of governance in China.
