摘　　要：平行部门间有效协作是推动跨层跨域环境治理项目高质量完成的关键,现有研究从单一视角出发考察了平行部门间协作实现的影响要素与基本条件,但尚未对复杂治理场域中平行部门间何以协作、如何有效协作的完整过程与深层机理进行系统探讨。本文基于结构化理论,构建“情境-结构-关系”视角下协作运行的全过程链式分析框架,并据此对“山水林田湖草沙一体化保护和修复项目”的治理实践进行系统分析。研究发现:现实层面治理情境与治理结构的失配是协作之门开启的初始肇因;决策层面的战略启动是促进治理情境与治理结构从“失配”走向“适配”的关键安排,也是执行层面策略互动的基础条件;平行部门在重塑后的治理结构及主体关系的互动耦合中,综合运用自主协作、关系协作和强制协作三种策略,推动平行部门间协作从“结构适配”走向“协作有效”。本研究结合案例剖析了平行部门间协作从“启动”到“完成”的整体过程与实现逻辑,提炼了平行部门间协作的整体性解释框架,由此拓展了结构化理论的应用场域,丰富了协作治理过程的理论阐释,突破了整体性政府理论有关结构有效论的预设,同时为跨层跨域公共事务的有效治理提供了宝贵的实践智慧和经验参考。Effective parallel departmental collaboration is crucial for the successful completion of cross-layer and cross-domain environmental governance projects.Existing research has examined the influencing factors and basic conditions for the realization of parallel departmental collaboration from a single perspective,but has not yet systematically explored the whole process and deep mechanisms of how and why parallel departments collaborate effectively in complex governance.This study constructed a process-oriented"context-structure-relationship"analytical framework based on the structuration theory,and a case study of the governance practice of the"Integrated Protection and Restoration of Mountains,Rivers,Forests,Farmlands,Lakes,Grasslands,and Deserts"project was analyzed systematically.The empirical results indicated that the mismatch between the governance context and structure was the catalyst for initiating collaboration.Strategic initiation at the decision-making level is the critical mechanism to facilitate the transition from"mismatch"to"alignment"between governance context and structure,as well to lay the foundation for strategic interaction at the implementation level.And the parallel departmental collaboration in the reshaped governance structure and coupled interactions was changed from structural alignment to effective collaboration through the combination of autonomous,relational and enforced collaboration.The study provided an integrative explanatory framework for parallel departmental collaboration and explored its entire process and logic from initiation to completion.The findings not only extend the application of structuration theory,enrich the theoretical discourse on collaborative governance,challenge the assumptions of structural effectiveness in holistic government theory,but also offer valuable practical insights and exemplary experiences for effective governance of cross-layer and cross-domain public affairs.
