环渤海地区应急公共投入效率的水平测度与时空演化分析

摘　　要：提升应急公共投入效率是推动应急管理体系和能力现代化建设的重要引擎。旨在通过揭示和分析环渤海地区应急公共投入效率测度水平的时空特征,得出实现该区域应急公共投入效率差异缩减和水平提高的现实路径,进而推动其应急管理体系与能力现代化建设,为环渤海地区可持续发展保驾护航。基于“投入-产出-环境”框架,构建环渤海地区应急公共投入效率测度指标体系,采用考虑非期望产出的基于松弛变量的超效率三阶段数据包络分析(three-stage Slacks-Based Measure-Data Envelopment Analysis,three-stage SBM-DEA)模型对环渤海地区应急公共投入效率进行水平测度,并采用核密度估计法(Kernel Density Estimation,KDE)和Dagum基尼系数分析环渤海地区应急公共投入效率的时空演化特征。结果表明:环渤海地区应急公共投入效率具有较高水平,能够满足地区应急在常规灾害下的正常运行;环渤海地区应急公共投入效率整体差异因极端省市间的效率差异减小而有所降低,省市间效率差异呈现均等化特征,且省市间差异对整体差异影响力逐步上升;环渤海地区应急公共投入效率面对非常规突发事件的效率韧性有待提升,且环渤海地区应急公共投入的效率差异受中央政府干预影响显著。Enhancing the efficiency of emergency public investment is a crucial factor in modernizing emergency management systems and capabilities.This article aims to elucidate and analyze the spatiotemporal characteristics of emergency public investment efficiency assessment in the Bohai Rim region.The goal is to identify practical strategies for reducing disparities in investment efficiency and improving the overall effectiveness of emergency public investment.This will contribute to the modernization of the region's emergency management system and capabilities,thereby supporting the sustainable development of the Bohai Rim region.This article utilizes the“input-output-environment”framework to develop a measurement index system for assessing the efficiency of emergency public investment in the Bohai Rim region.The system consists of four types of input indicators,six types of output indicators,and three types of environmental indicators.To assess the degree of emergency public investment efficiency in the Bohai Rim region,we employ a three-stage super-efficiency Slacks-Based Measure-Data Envelopment Analysis(SBM DEA)model that incorporates unexpected outputs.The experimental results reveal the level of emergency public investment efficiency across two cities and three provinces in the Bohai Rim region from 2013 to 2022.The temporal and spatial evolution characteristics of emergency public investment efficiency in this region are calculated and illustrated using non-parametric kernel density estimation and Dagum Gini coefficient analysis methods.The research findings indicate that the efficiency of emergency public investment in the Bohai Rim region is commendably high,demonstrating the capability to sustain effective regional emergency response under typical disaster conditions.Additionally,overall disparities in emergency public investment within the Bohai Rim region have decreased,attributed to a reduction in extreme efficiency discrepancies between provinces and cities,as well as differences in efficiency among t
