应急素养、服务质量与公众参与——基于WSR方法论视角的实证研究

摘　　要：公众参与是影响应急管理效能的重要因素,如何有效激励公众的积极参与已成为创新应急管理体系、防范化解重大风险的关键问题。基于“物理—事理—人理”(WSR)方法论,从复杂系统的角度出发,构建应急管理的“应急素养—服务质量—公众参与”概念模型。通过收集遭受“河南郑州‘7·20’特大暴雨灾害”公众的有效数据,运用结构方程模型进行实证分析,重点探究了应急素养对公众参与应急管理的影响,并进一步揭示应急服务质量在这一过程中的中介作用。研究结果表明:应急素养中的应急意识对公众参与应急管理具有显著的正向作用,应急服务质量在不同路径中的中介作用存在差异。其中,应急服务质量在“应急意识”与“公众参与应急管理”之间起部分中介作用,在“应急能力”与“公众参与应急管理”之间则起完全中介作用。研究充分证实了提高公众的应急素养水平能够有效改善相关部门的应急服务质量,进而激励公众有序、积极地参与应急管理。这一发现对优化应急管理政策、构建更加高效包容的应急管理体系提供启示,也对提升社会整体的灾害应对能力具有重要意义。Public participation is an important factor affecting the effectiveness of emergency management(EM)and how to effectively motivate the active participation of the public has become a key issue in innovating the EM system and preventing and resolving major risks.Based on the methodology of“Wu(physical)-Shi(organizational logic)-Ren(human)”(WSR),the present paper systematically constructs a conceptual model of“emergency literacy-service quality-public participation”for EM from the perspective of complex systems.By collecting the effective data of the public who suffered from the“July 20th Heavy Rainstorm Disaster in Zhengzhou,Henan Province”and using the structural equation model for empirical analysis,it focuses on exploring the impact of emergency literacy on public participation in EM,and further reveals the mediating role of emergency service quality in this process.The findings show that emergency awareness in emergency literacy has a significant positive effect on public participation in EM.There are differences in the mediating role of emergency service quality in different pathways.Among them,the emergency service quality plays a partial mediating role between“emergency awareness”and“public participation in EM”,while it plays a complete mediating role between“emergency response capacity”and“public participation in EM”.The study fully proves that the improvement of the public’s emergency literacy level can effectively improve the emergency service quality of relevant authorities and motivate the public to participate in EM in an orderly and active manner.These findings not only serve as in important reference for optimizing EM policies and building a more efficient and inclusive EM system,but also is of great significance for improving the disaster response capacity of society as a whole.
