摘　　要：西部生态脆弱区是“白色污染”普遍集中和严重地区,农业废弃塑料制品及其衍生新污染物的环境问题日益严重。但是,由于农业相关人员对于废弃塑料垃圾的处理意识缺乏以及防治技术和回收资源化利用技术的欠缺,给脆弱的绿洲农业可持续发展造成安全隐患,对人类健康也具有长期和潜在危害。文章通过解读“白色污染”治理政策法规,以此为抓手和出发点,主要从农业面源“白色污染”治理体系建设,污染治理能力及资源化利用三个方面指出西北干旱生态脆弱区农业“白色污染”综合防治的不足和缺陷,并结合实际问题提出了解决农业面源“白色污染”的有效建议和措施,为推动西北干旱区农田生态功能稳步提升,助力美丽中国高水平建设,提供明确方向与创新方法。Currently,western ecological fragile area is facing a severe crisis of“white pollution”caused by plastic waste from agricultural non-point sources and emerging pollutants,which has resulted in increasingly grave environmental issues.However,the lack of awareness regarding plastic waste disposal,inadequate prevention and control technologies,and insufficient recycling methods pose risks to the sustainable development of fragile oasis agriculture in Xinjiang.This situation also presents long-term and potential hazards to human health.The objective of this paper is to analyze the deficiencies and shortcomings in comprehensive measures for preventing and controlling agricultural“white pollution”in western ecological fragile area from three perspectives:establishing a control system for non-point source pollution in agriculture,enhancing pollution control capacity,and improving resource utilization.Moreover,effective suggestions and measures are proposed to address the issue of non-point source pollution in agriculture based on practical challenges.These efforts aim to promote steady improvement of farmland ecological functions in northwestern China,while contributing towards its high-level construction as a beautiful region.
