摘　　要：全民所有自然资源资产化管理是通过规范“资源资产化、资产资本化、资本资金化、资金反哺自然生态”等环节促进自然资源资产价值实现的重要方式,贯穿了资源开发、利用、生产到再生产的全过程,而当前管理中存在“资产管理”和“资源监管”不分、产权要素市场化程度不高等现实困境。文章基于全民所有自然资源资产所有权委托代理机制试点背景,以马克思劳动价值论为理论源泉,探究了资产化管理的关键环节和时代内涵,并从国内外资产化管理模式与制度实践中汲取经验,提出全民所有自然资源资产化管理的优化路径:构建全生命周期的资产管理模式,加强自然资源资产化管理的基础性支撑,构建自然资源资产的全口径收储机制,创新不同类型自然资源资产的配置方式,培养自然资源资产产权要素市场平台,健全自然资源资产化管理保障体系。The asset management of natural resources owned by the whole people is an important way to promote the realization of the value of natural resource assets by standardizing the links of"resource assetization,asset capitalization,capital fundization,and funds feeding back to the natural ecology".It runs through the whole process of resource development,utilization,production,and reproduction.However,in the current management,there is a practical dilemma such as blurred boundaries between"asset management"and"resource supervision",and the low degree of property rights elements marketization.Based on the pilot background of the principle-agent mechanism for the ownership of natural resources owned by the whole people,the paper explores the key process and the contemporary connotation of asset management with Marx's labor theory of value as the theoretical source,and puts forward the optimization path of asset management of natural resources owned by the whole people by drawing experience from the domestic and foreign asset management mode and institutional practice:establish a full-lifecycle asset management model,strengthen the basic support for the asset management of natural resources,establish a full-coverage acquisition and storage mechanism for natural resource assets,innovate the allocation methods of different types of natural resource assets,cultivate a market platform for property rights factors of natural resource assets,and improve the guarantee system for the asset management of natural resources.
