摘 要:目前水资源的不合理分配是秦皇岛水域主要问题,且水域的污染也较为严重,为此秦皇岛水资源合理规划及水污染控制方法十分重要,该方法首先构建秦皇岛水资源优化配置管理目标函数,其中包含社会效益、经济效益以及环境效益的目标函数,根据秦皇岛的经济发展、当地环境以及社会发展等得出秦皇岛水资源合理规划的约束条件,即供水量必须小于水源的最大供水量、限制纳污量以及用户需水量最大范围,得出水资源最佳规划方案,其次计算出水域的污染负荷总量,在此基础上构建出水污染控制模型,实现水资源合理规划及水污染控制。实验结果表明,所提方法的污染物消减量大以及居民用水保证率高。At present,the irrational allocation of water resources is the main problem in the waters of Qinhuangdao,and the pollution in the waters is also quite serious.Therefore,it is very important to plan the Qinhuangdao water resources reasonably and control water pollution methods.This method first constructs the objective function for optimizing the allocation and management of water resources in Qinhuangdao,which includes objective functions for social benefits,economic benefits,and environmental benefits.Based on the economic development,local environment,and social development of Qinhuangdao,the constraints for the rational planning of water resources in Qinhuangdao are derived,namely that the water supply must be less than the maximum water supply of the water source,the limited pollution capacity,and the maximum range of user water demand,in order to obtain the optimal planning scheme for water resources.Secondly,the total pollution load of the water area is calculated,and based on this,a water pollution control model is constructed to achieve rational planning of water resources and water pollution control.The experimental results show that the proposed method has a large reduction in pollutant emissions and a high guarantee rate of residential water use.
