基于AHP和FCE对社会组织参与社会治理评价及发展对策研究——以甘肃省为例

摘　　要：本文通过研究相关文献,基于层次分析法(AHP),构建甘肃省社会组织参与社会治理的评价指标体系。研究结果显示,资金支持力度和专业人才素养是甘肃省社会组织参与社会治理的内部治理层面的主要指标要素,政府政策落实和制度框架完善是主要的主要指标要素。通过模糊综合评价法分析(FCE),甘肃省社会组织在社会治理中的整体得分为67.53,处于一般状态。本文通过评价认为,通过提升社会组织参与社会治理效能的关键在于加强资金支持、人才培养和政策落实,提供持续的政策支持,以提升社会组织在社会治理中的效能和影响力。研究成果为促进甘肃省社会组织的健康发展提供了现实依据,为政府相关部门制定社会组织参与社会治理政策和实施提供一定的理论参考。It constructs an evaluation index system for social organizations’participation in social governance in Gansu Province by studying relevant literature and based on the method of AHP.The results of the study show that the strength of financial support and the quality of professional talents are the main index elements at the internal governance level of social organizations’participation in social governance in Gansu Province,while the implementation of government policies and the improve-ment of institutional framework are the main index elements.Through the analysis of FCE,the over-all score of social organizations in social governance in Gansu Province is 67.53,which is in a gen-eral state.Through evaluation,the paper argues that the key to enhancing the effectiveness of social organizations’participation in social governance lies in strengthening financial support,talent cul-tivation and policy implementation,and providing sustained policy support in order to enhance the effectiveness and influence of social organizations in social governance.The research results pro-vide a realistic basis for promoting the healthy development of social organizations in Gansu Prov-ince,and provide certain theoretical references for relevant government departments to formulate policies and implement social organizations’participation in social governance.
