摘　　要：黑土地作为我国粮食安全的“压舱石”,一直以来不同部门从不同角度对其开展了调查监测工作。地表基质是近年来自然资源管理领域中一个全新的概念,其调查监测工作刚刚起步,从地表基质角度开展黑土区监测工作意义重大,不但可以整合多领域多专业的调查监测数据,还可以将水文过程、地球化学过程、沉积过程和生物过程放在统一的理论框架下进行认识和总结。本文从黑土地地表基质调查监测研究现状入手,进一步剖析了其定位、概念和意义,开展了以行政逻辑和技术逻辑融合统一为前提的地表基质监测模式探讨,提出了黑土地地表基质监测网建设的构想和建议,以期为全国地表基质监测工作提供理论参考。As the"ballast stone"of food security in China,black land has been investigated and monitored by different departments from different angles.Ground substrate is a new concept in the field of natural resource management in recent years,and its investigation and monitoring work has just started.It is of great significance to carry out monitoring work in black soil area from the perspective of ground substrate,which can not only integrate the investigation and monitoring data of multiplefields and specialties,but also integrate the monitoring data of black soil.It can also establish a unified theoretical framework to integrate the new understanding of hydrologic process,geochemical process,sedimentary process and biological process.This paper starts with the current situation of investigation and monitoring of black soil ground substrate,and further analyzes its positioning,concept and significance.The paper also discusses the ground substrate monitoring model based on the integration of administrative logic and technical logic,and puts forward the ideas and suggestions for the construction of black soil ground substrate monitoring network,in order to provide theoretical reference for the national ground substrate monitoring work.
