兵团第三师图木舒克市连队“两委”建设问题调查分析

摘　　要：从对兵团第三师图木舒克市集体所有制连队“两委”建设、巴楚县2个村进行调查研究的情况看,2021年连队“两委”班子换届选举以来,“两委”年龄和学历结构进一步优化,作用发挥明显,职工群众满意度提升。存在的问题主要有:连队工作力量配备相对薄弱,“两委”岗位吸引力不强,队伍稳定性不够,班子结构有待优化,存在机关化、行政化倾向,能力存在短板。加强连队“两委”班子建设,应优化“两委”班子结构,壮大连队工作力量;提高待遇保障,调动工作积极性;拓宽晋升渠道,稳定“两委”队伍;加强教育培训,提高能力素质;优化考核监督,纯洁“两委”队伍;厘清权责,减轻基层连队负担。Based on the investigation and research of the construction of the“two committees”in the collective-owned companies of the Third Division,Tumushuke City,and two villages in Bachu County,it is found that since the general election of the“two committees”in the companies in 2021,the age and educational background structure of the“two committees”have been further optimized,their roles have been significantly exerted,and the satisfaction of staff and the masses has increased.However,there are still some problems,mainly including relatively weak staffing of the companies’work force,weak attractiveness of the“two committees”positions,insufficient stability of the teams,a need to optimize the team structure,tendencies towards institutionalization and administration,and shortcomings in capabilities.To strengthen the construction of the“two committees”teams in the companies,the structure of the“two committees”teams should be optimized and the work force of the companies should be strengthened;treatment guarantees should be improved to mobilize work enthusiasm;promotion channels should be broaden to stabilize the“two committees”teams;education and training should be strengthened to improve capabilities and qualities;assessment and supervision should be optimized to purify the“two committees”teams;powers and responsibilities should be clarified to reduce the burden on grassroots companies.
