台湾地区农村基础设施建设管护机制分析及其启示

摘　　要：【目的/意义】台湾地区在探索农村公共基础设施建设管护方面积累了丰富经验,对其进行总结分析,可为中国内地提升农村基础设施建设与管护水平提供借鉴参考。【方法/过程】梳理台湾地区农村公共基础设施建设管护的时代变迁及分析其理念的形成,并通过总结台湾地区农村公共基础设施建设管护的经验做法与不足,从中获得启示。【结果/结论】台湾地区在不同经济发展阶段对农村公共基础设施建设管护采取了不同的理念和做法,其实施的“社区营造”政策与“农村再生计划”对农村基础设施改善和维护发挥正向推进作用,但也存在一定的不足。据此,提出农村基础设施建设与管理要分类实施以产为先、广开渠道筹资为要及居民当家以人为本等对策建议。【Objective/Meaning】Taiwan region has accumulated rich experience in exploring the construction,management and maintenance of rural public infrastructure.By summarizing and analyzing the experience,it could provide reference for the China mainland to improve the level of rural infrastructure construction and its management and maintenance.【Methods/Procedures】The historical changes of the construction,management and maintenance of rural public infrastructure in Taiwan region were sorted out and the formation of its concept was analyzed.Through summarizing the experiences,practices and deficiencies of the construction,management and maintenance of rural public infrastructure in Taiwan region,the inspiration could be drawn from it.【Results/Conclusions】Taiwan region has adopted different concepts and practices for the construction,management and maintenance of rural public infrastructure in different stages of economic development.The“Community Building”policy and the“Rural Regeneration Plan”implemented there have played a positive role in promoting the improvement and maintenance of rural infrastructure,but there were also certain deficiencies.Finally,drawing inspiration from it,the countermeasures were put forward,such as implementing the construction and management of rural infrastructure by classification with the production as the top priority,making it essential to raise funds through a wide range of channels,and taking the residents as the masters and putting people first.
