Against thebackdrop of snowbird retirement becoming a new trend, the contradiction between the supply and demand of public services is becoming increasingly prominent. This research starts from the medical needs and healthcare behaviors of snowbird populations, analyzes the factors influencing changes in healthcare behaviors, and optimizes the design of the healthcare service system in their places of residence to improve the medical service experience.Based on Dietrich's six-step framework for co-designing with vulnerable consumers, this study integrates the COM-B(Capability,Opportunity,Motivation,Behavior)model with the Co-design process. It collaborates with snowbirds and other stakeholders to investigate three categories of healthcare needs:daily health maintenance, medical treatment when sick, and pre-hospital emergency care. From the perspectives of snowbirds'capabilities, external environments such as equipment and services, and their attitudes and wilingness to participate in community healthcare services, the study analyzes the factors influencing snowbird healthcare behaviors, summarizes design opportunities, and constructs community healthcare service design strategies. The study finds that combining COM-B with Co-design helps identify the factors influencing user behaviors and develop service design strategies that promote snowbirds healthcare behaviors. This approach willplay a positive role in improving the quality of healthcare services and the medical experience in communities where snowbirds reside.
