摘 要:近年来三门湾海域海洋环境质量退化,实施污染物总量控制有助于污染物的减排与治理工作,保障三门湾海域可持续发展能力。基于水质监测和MIKE21模型,依据浙江省近岸海域环境功能区划的水质要求,采用响应系数法和线性规划方法,计算该海域COD_(Mn)、无机氮与活性磷酸盐的环境容量。结果表明,该海域COD_(Mn)环境容量仍有富余,为26.78×10^(4)t/a;而无机氮与活性磷酸盐含量均超过环境容量,削减量分别为259.65 t/a和35.06 t/a时可以达到近期水质改善目标,削减量分别为905.27 t/a和121.48 t/a时可以达到远期改善目标。考虑区域现状、社会经济基础、环境规划和未来经济发展规划等,确定总量最优分配方案,以及污染物在各汇水单元的排污量和削减量。In recent years,the marine environment quality in Sanmen Bay area has degraded.Implementing total pollutant control helps to reduce and treat pollutants in the Sanmen Bay area and ensure its sustainable development capacity.Based on water quality monitoring and the MIKE21 model,and in accordance with the water quality requirements of the coastal environmental functional zoning in Zhejiang province,the response coefficient method and linear programming method were used to calculate COD_(Mn),inorganic nitrogen,and active phosphate environmental capacity of the sea area.The results show that there is still surplus in the total environmental capacity of COD_(Mn)in the study area,which is 26.78×10^(4)t/a,while the content of inorganic nitrogen and active phosphate exceeds the environmental capacity.When the reduction amounts of the above two kinds of pollutants are 259.65 and 35.06 t/a respectively,the short-term water quality improvement goal can be achieved,and when the reduction amounts are 905.27 and 121.48 t/a respectively,the long-term improvement goal can be achieved.Considering the current regional situation,social economic base,environmental planning and economic developmeng program,the optimal allocation plan for the total amount,as well as the amount of pollutants discharge and reduction quantity of each catchment unit,were finally determined.
