纵向治理与横向治理的双向赋权:社区网格与社区多元组织网络的互动机制分析

摘　　要：社区作为社会治理的基础单元,在提升基层社会治理水平以及国家治理水平方面发挥着重要的作用。近年来,随着社区网格化管理在基层治理中的兴起与发展,国家权力与政府行政力量得以不断向基层下沉;另外,社区枢纽型社会组织、社区社会组织、物业等社区主体的发展也形成了多元互动的网络化结构,社区网格与社区组织网络成为社区治理发展过程中的两种组织化力量。实践中,社区网格与社区组织网络的互动机制不仅为提升社区治理效能提供了新的路径,也体现了国家与社会关系在基层的变化。本文提出“双向赋权”的分析概念,阐释实践中的治理形态变化,试图回答以纵向治理为主要特征的国家与以横向治理为主要特征的社会之间相互赋权的实践机制,以拓展基层治理中国家与社会合作关系的理论解释。As the fundamental unit of social governance,communities play an important role in improving the level of grassroots social governance and national governance.In recent years,with the rise and development of community grid management in grassroots governance,national power and government administrative power have been continuously sinking towards the grassroots level;on the other hand,the development of community hub social organizations,community social organizations,property management and other community entities has also formed a diverse interactive network structure.Community grids and community organization networks have become two organizational forces in the process of community governance development.In practice,the interaction mechanism between community grids and community organization networks not only provides a new path to improve the effectiveness of community governance,but also reflects the changes in the relationship between the state and society at the grassroots level.This article proposes the analytical concept of“two-way empowerment”,explains the changes in governance forms in practice,and attempts to answer the practical mechanism of mutual empowerment between countries with vertical governance as the main feature and societies with horizontal governance as the main feature,in order to expand the theoretical explanation of the cooperative relationship between countries and society in grassroots governance.
