摘　　要：随着我国铁路旅客运输市场化进程不断深入,为实现对多元化运营主体的高效授权管控,保障旅客运输服务质量,提升客运产品竞争力,需进一步健全完善我国铁路旅客运输服务质量监管体系。对欧盟、德国、法国、日本等国家和地区铁路旅客运输服务质量监管的法律基础、监管机构及内容进行调研,重点针对其运输服务质量监管措施进行研究。结合我国铁路实际,从完善法律法规、优化监管机构及内容、拓展监管方式和渠道等方面提出对我国铁路旅客运输服务质量监管的建议。With the deepening of the market-oriented railway passenger transport in China,it is necessary to further improve and perfect the supervision system of railway passenger transport service in China,so as to realize efficient authorization control of diversified operators,ensure the passenger transport service quality and enhance the competitiveness of passenger transport products.This paper investigates the legal basis,supervision agencies and contents of railway passenger transport service quality supervision in EU,Germany,France,Japan and other countries and regions,focusing on their quality supervision measures.In combination with the actual situation of railways in China,this paper proposes suggestions for the railway passenger transport service quality supervision in China from the aspects of improving laws and regulations,optimizing supervision agencies and contents,expanding supervision methods and channels,etc.
