摘　　要：在算法支撑的数据时代,数字化是资源要素存在的主要表现形式,是社会进步的主要表现方式,算法是驱动社会治理现代化的内在逻辑,其本质是数据赋能社会治理。城市活动的规模和资源要素的聚集程度愈发集中,城市公共安全面临的挑战也更大。过往的城市公共安全总体性治理主要存在城市公共安全命运共同体意识不够、部门业务职责固化制约总体性协同模式构建和重事后处置制约预防技术前移等问题。在数据驱动的城市公共安全治理时代,应在总体国家安全观统领下,完善城市公共安全总体性治理体系,构建全域联动、立体高效的城市安全共同体,通过各部门、各层级数据的聚合共享、关联碰撞和数据挖掘开展风险研判、预测预警和防控处置工作,更系统全面地构建城市公共安全总体性治理。In the data age supported by algorithms,digitalization is the main manifestation of the existence of resource elements and the main form of social progress.Algorithms are the internal logic that drive the modernization of social gover⁃nance,and their essence is data-enabled social governance.Both the scale of urban activities and the degree of resource el⁃ement aggregation are increasingly concentrated,and the challenges faced by urban public security are also greater.The overall governance of urban public security in the past mainly exists in the lack of sense of community of destiny of urban public security,constraints of departmental business responsibilities on the construction of an overall collaborative model,and emphasis on post-event disposal restricts the advancement of preventive technologies.In the era of data-driven urban public safety governance,the overall governance system of urban public security should be perfected under the leadership of the overall concept of national security,the urban safety community should be constructed,and the risk assessment,pre⁃diction and early warning,and prevention and control should be carried out through the aggregation,sharing,correlation collision and data mining of data from various departments and levels,and to build a more systematic and comprehensive ur⁃ban public safety overall governance.
