游客感知视角下涉藏州县旅游警务检视与展望——以四川甘孜州为例

摘　　要：多年来,涉藏州县大力耕耘旅游警务,经过初创、全面建设,目前旅游警务进入快速发展时期。但是,在当前“全域旅游”新形势下,从游客感知视角考量,涉藏州县旅游警务建设面临新的挑战。以四川省甘孜藏族自治州为例,旅游警务建设在服务意识、工作机制和矛盾纠纷的调解处理等方面尚有待加强和完善。鉴此,建议涉藏州县公安机关紧跟民众旅游需求的衍变,着重从以下几个方面加强旅游警务建设,一是准确把握旅游警务特点,强化服务职能,二是全面夯实旅游警务基点,深度优化旅游警务资源供给,三是进一步完善旅游警务协同机制,聚力提升旅游警务质效,四是狠抓旅游警务重点,多维度提高旅游警务能力。For many years,Tibet related counties have vigorously cultivated tourism policing.After initial and comprehensive construction,tourism policing has entered a period of rapid development.However,in the current new situation of"region-wide tourism",from the perspective of tourist perception,the construction of tourism law enforce⁃ment in Tibetan prefectures and counties is facing new challenges.Taking Ganzi Tibetan Autonomous Prefecture in Si⁃chuan Province as an example,the construction of tourism policing still needs to be strengthened and improved in terms of service awareness,work mechanisms,and mediation and handling of conflicts and disputes.In view of this,it is recommended that the public security organs in the counties of Tibet closely follow the evolution of public tourism demand and focus on strengthening tourism policing construction from the following aspects:first,accurately grasping the characteristics of tourism policing and enhancing service functions;second,comprehensively consolidating the foundation of tourism policing and deeply optimizing the supply of tourism policing resources;third,focusing on the key points of tourism policing and improving tourism policing capabilities from multiple dimensions.
